Legal Shield
We work in the format of recommendations and documentation/process audits. Legal responsibility for the compliance of the equipment/system and for fulfilling the contract terms remains with the parties to the transaction (supplier/buyer/contractors). The Pro meter brand may not be used in your materials without prior consent.
This section and the proposals are advisory in nature and do not constitute a public offer. The complete list of obligations and limitations is defined in the contract and the Statement of Work (SoW).

Results
Result: a non‑conformance checklist plus recommendations on what to fix before delivery.
How we work together: 5 steps + RACI
Intake & Scope. We collect documents and fix the scope of supply.
Quick Risk Scan. We identify “red flags” (legal and metrological).
RACI & contract. We define roles: Dealer · Manufacturer · Client · Pro meter.
Execution. Control of the factory and logistics parts; readiness for FAT/SAT.
Commissioning. Acceptance testing, training, and handover of the document set.
A BRIDGE between the Manufacturer/Supplier and the Client
To build hydrocarbon custody‑measurement assets, the Client turns to an experienced engineering and design organization. The starting point is always the Technical Specification (TS) from the Client. Based on it, a measurement strategy is formed, taking into account goals and constraints.
After agreeing the preliminary schemes, the design organization starts to work with the Manufacturer. Together they form a working TS, clear to both the Client and the Manufacturer. From this moment the localization project starts — a regional design adapted to local conditions and applicable legislation.
The design organization develops verification methods, operating manuals, and recommendations for maintenance of the measurement system. It acts as a link — a bridge between the parties, speaking “understandable languages” both in organizational and technical planes.
What you get from Pro meter
Project roadmap (gates) and a milestone calendar.
Reconciliation of documentation with regulatory and industry requirements.
Recommendations on process schemes and control algorithms (APCS).
Preparation of calibrations and verifications, routing to accredited laboratories.
A template pack: acts, protocols, checklists, and commission forms.

Preparation and verification of document language versions.
Legal clean‑up of contentious points before signing the acts.
Personnel training and handover of the final package.
Recommendations on operational monitoring and audit.
Interaction with the design engineering company Olimps.
For large supply projects, the main contract is concluded with SIA Olimps. In that case Pro meter provides the metrological support of the supply project.
Calibration and verification of measuring instruments
How we do it — organization of work
Who contacts us
Distributors and dealers during commissioning of instruments and measurement systems, as well as manufacturers/integrators at FAT/SAT and start‑up stages.
What Pro meter does
All measurement work is performed by Pro meter engineers. We issue calibration/verification protocols and, upon request, a detailed metrological analysis with uncertainty calculation and recommendations.
When it is especially useful
Such materials are most often needed by equipment developers at the stages of plant design and method validation.
Stages of work
Request and input data — list of instruments/channels, requirements (GOST/ISO/OIML), ranges, points and tolerances.
Preparation of methods — selection/adaptation of methods, calibration/verification plan, protocol forms.
Field work — calibration/verification at the facility or on a test stand by Pro meter engineers (if needed within FAT/SAT).
Analysis and documentation — calibration/verification protocols, uncertainty calculation, recommendations for tuning and fixing non‑conformities.
Accredited laboratory — we submit protocols to an accredited metrology laboratory; together we verify compliance with legal and applied metrology requirements and issue a Calibration/Verification Certificate.
What you receive
Calibration/verification methods (practical variant).
Metrological analysis: measurement‑chain model, errors/uncertainty, recommendations.
Calibration/Verification Certificate from an accredited laboratory.
Recommendations for maintenance and periodic verification.
Examples & formats
Example: verification protocols for temperature channels in an Oil Products Measurement System with a mapping to OIML R 117 — public PDF; for developers and research we provide editable versions on request (DOCX/Excel/Mathcad/CSV).
Final package — as PDF; sources and models — on request.
How to submit a request
Send briefly: the facility, list of instruments/channels, standard (GOST/ISO/OIML), desired dates. If some data are confidential — you may omit items; we will clarify at the Intake step.
Cases & lessons (short)
- Certification of one of the oil‑products custody‑measurement systems on a transnational trunk pipeline. The Director of the national metrology institute personally attended the tests. This unique fact allowed the type‑approval certificate to be issued about a month and a half earlier than the standard procedure. Confirmed by the official commissioning dates.
- Improving the techno‑economic performance of an oil‑products custody‑measurement unit. A well‑run pilot operation made it possible to introduce effective corrections to the metrology part of the project. In subsequent operation the verification time of the main measuring instruments decreased by 30%. Station lifetime increased and maintenance efficiency improved. See more in the mass‑flowmeter verification protocol with explanations.
- At the design and implementation stages we confidently adjust the configuration of factory supplies. Everything is officially agreed. As a result we bring multi‑million gains. This is routine in our work. See details in the description of our implemented projects.
