New publication: tendering a metering station in 2026
We have published the announcement of our article “Tendering a Metering Station in 2026: Europe Moves Away from the Lowest Price”. On 9 September 2026 the European Commission proposed the Public Procurement Act, a regulation intended to replace the 2014 procurement directives. Under the proposal, the best price-quality ratio becomes the main method for choosing the winner. Latvian law already allows this today, provided the technical specification gives grounds for it.
The article explains how to prepare for the autumn tender season: a specification built on engineering justification rather than an equipment list, three decisions to take before the budget is approved, a reverse timeline from the commissioning date back to today, and five common planning mistakes. The full article is being prepared for publication.
New pages: tender documentation for a metering system
We have published a method for preparing tender documentation for a custody transfer measurement station, so that engineering justification, not price, decides the outcome. The page covers the TS path before the tender, the feasibility study and TCO set against the price, the five tender stages, and metrological assurance as the core of the tender, with Legal Shield built in from the first project stage.
The page is based on the EM-2 Tender and Procurement module, now in development.
The EM Technical Guide: a complete A–Z guide to custody transfer of oil & gas
We have completed the full body of material for the EM Technical Guide — a structured A–Z guide to custody transfer operations for crude oil, petroleum products and other hydrocarbons on transit corridors and at prime marine terminals.
The guide is built as 20+ modules that follow the project lifecycle: investment decision, customer requirements, tender, pre-design, design, FAT/SAT and commissioning, trial operation, maintenance, calibration and verification — with Legal Shield recommendations at every stage.

New direction: metrological assurance of biogas
We are extending our custody transfer experience to biogas and biomethane. For this work we use the term BQMS — biogas quantity and quality metering system.

Flow Measurement in Oil & Gas
Standards, meters, provers and verification — a short digest in our own words, with a link to the original source.
Global Flow Measurement Workshop 2026
This year’s programme covers higher Coriolis accuracy on LNG, an improved compressibility correction for Coriolis meters, an ultrasonic meter that reports its own uncertainty for self-verification, and hydrogen and CO₂ metering.
Measuring Instruments Directive amended
Directive (EU) 2026/706 updates the MID: compressed gas dispensers, including hydrogen refuelling, come under the directive for the first time, and gas and electricity meters may use a remote display instead of a physical one.
43rd Global Flow Measurement Workshop, Tønsberg
The former North Sea Flow Measurement Workshop gathered the flow measurement community in Norway. The main focus was oil and gas transport, with sessions on hydrogen and CO₂.

Biomethane in the Baltics
Latvia, Lithuania and Estonia: grid injection, gas metering and quality, EU regulation.
EBRD loan for a biomethane plant in Lēdurga
An existing biogas plant in Lēdurga will be converted to biomethane production — around 80,070 MWh a year, injected into the gas grid for domestic use and export.
Two new injection points: Ragana and Rēzekne
The government approved €4.7m for two new biomethane entry points built by Conexus Baltic Grid. Producers deliver compressed biomethane in containers, so smaller plants can join the market without their own grid connection.
First public injection point opened in Džūkste
Latvia’s first publicly accessible biomethane injection point went into operation; in its first ten months more than one million cubic metres (11,300 MWh) were injected.
Amber Grid joins the ERGaR Hub
Guarantees of origin for Lithuanian biomethane can now be transferred electronically to Germany and exchanged with Denmark and Slovakia. At the start of 2026, 12 plants with 67 MW were operating.
State support for a grid injection point
Estonia plans to support construction of a biomethane injection point into the national gas network. Production grew from 39 GWh in 2018 to about 275 GWh in 2024.
Gas package: transposition deadline
EU countries had until this date to transpose Directive (EU) 2024/1788, which sets rules for renewable gas, natural gas and hydrogen and eases the integration of biomethane into the grid.
