Pro meter — engineering that connects systems and protects money
Fiscal and custody transfer measurement for transit and export operations, where GOST, OIML, equipment suppliers and CIS engineers meet.
- 40+ years of practice
- GOST + OIML / ISO / API
- Transit and cross-border projects
- Design • Audit • Evidence
We understand how technical service is organised across the CIS, how suppliers think, and what engineers from the Russian and CIS side expect from a project. Pro meter works as an adapter between GOST and OIML, aligning technical requirements, engineering language and measurement evidence where custody transfer becomes the basis for payment, compliance and dispute resolution.
How We Work Between GOST and OIML
A transit corridor is not just a route of supply. It is a meeting point of different engineering cultures, standards, supplier expectations and client requirements. Pro meter works as a technical adapter between the GOST framework and the international OIML logic, so a project does not fail at the junction of terminology, methods, tolerances and evidence.
We understand both sides
We know how engineers and technical services in Russia and the CIS operate, and we understand what European equipment suppliers, auditors and project teams expect.
We align the language of requirements
We translate formal compliance into a working engineering system: methods, skid composition, measurement logic, documentation, acceptance and operation.
We reduce dispute risk
Our goal is not only accurate measurement, but defensible measurement: for contracts, audits, claims, arbitration and money settlement between parties.
Custody Transfer Guide (A–Z)
We have compiled a complete engineering breakdown of custody transfer systems — from measurement to money, audit and dispute. A practical guide for clients, engineers and equipment suppliers.
What the client gets
A client does not need a metering skid alone. The client needs a system that delivers a controlled result: accurate measurement, coherent documentation, predictable operation and a defensible position in dispute.
Measurement you can rely on
We help build custody transfer systems in a way that makes measurements technically sound, metrologically traceable and usable for real commercial settlement between parties.
Controlled contract risk
When the measurement logic, system composition and documentation are aligned, the client has fewer weak points in payment, claims, losses and reconciliation issues.
Readiness for audit and acceptance
We view a system not only as designers, but as engineers who understand inspection, commissioning, documentation requirements and the behaviour of parties during acceptance.
A stronger position in dispute
In custody transfer, accuracy alone is not enough. The result must also be defensible. Our goal is to give the client a technically argued position for audit, claims and arbitration.
Who we work for
We are most useful where custody transfer becomes part of a contract, commissioning phase, cross-border supply chain or a dispute-sensitive commercial environment.
Operators and asset owners
When a measurement system must support operation, settlement, reporting, audit and protection of the company’s commercial position.
EPC and project teams
When requirements, documentation, measurement logic and acceptance must be aligned so the project does not fail between standards, suppliers and client expectations.
Equipment suppliers
When it is important to understand what the client and the engineering side from Russia and the CIS expect, and how to fit the package into a real custody transfer system.
Investors and owners
When an independent engineering view is needed on how measurement affects money, risk, defensibility and the resilience of the whole commercial arrangement.
Why Pro meter
We do not sell “general expertise”. We work where measurement becomes money, documentation, contract logic and an argument in dispute.
Practice, not theory
More than 40 years of work in custody transfer, metrology and engineering solutions on real facilities where a measurement error quickly becomes a financial issue.
Understanding of two engineering cultures
We work at the junction of GOST and OIML and understand the expectations of CIS engineers, equipment suppliers and international project teams.
Whole-cycle view
We see the system from concept and solution choice through commissioning, audit, documentation, operation and dispute-sensitive conditions.
Defensible result
We care not only about accurate measurement, but also about the ability to defend the result before a client, auditor, supplier, regulator or within a claim procedure.
Selected projects
These are not just references, but projects where engineering solutions, metrological logic and defensible custody transfer approaches were developed and applied in practice.
Ventspils Crude Oil Terminal No.703
One of the early full-scale export custody transfer systems. This project contributed to the development of viscosity correction approaches and practical solutions aligned with industry standards and CIS metrology practice.
Ventspils Diesel Oil System
An engineering-focused project with key improvements: the density meter was relocated from the compact prover into the quality block via a hydraulic damper, reducing disturbances and improving measurement reliability. Emergency control logic was also implemented.
Skrudaliena Cross-Border Metering Station
A border metering system between Russia and Latvia, designed with pipeline dynamics in mind. This project became a practical basis for recommendations on contractual and metrological protection of export operations.
Next-Generation Compact Prover
A forward-looking development for high-flow systems and large terminals. The concept focuses on simplifying proving schemes, reducing unnecessary elements and improving stability of the measurement result.
Custody transfer is about money. Errors are expensive.
If your measurement system affects payments, contracts or disputes, it must be treated as both an engineering and legal instrument. Pro meter helps ensure the result is accurate, controlled and defensible.
