About Us

Pro meter is an engineering and metrological company with over 40 years of expertise in industrial measurement and commercial custody transfer. We develop, implement, and support measurement systems for oil, petroleum products, natural gas, and other technological flows — from project planning to commissioning and lifetime support.

Our mission is to ensure accuracy and trust in measurement, enabling transparency in high-stakes operations, and passing on professional knowledge to the next generation of engineers.

Founder

The company was founded by Rail Basharov, a highly experienced metrologist and project engineer. He graduated from the Ufa State Petroleum Technological University and began his career at a major refinery in Russia.

By the late 1990s, Rails led the development of innovative correction algorithms for viscosity-based flow measurements. These methods were later adopted by national institutes (VNIIR, VNIIMS) and integrated into industry standards. His relocation to the Baltics marked a turning point: he became a key figure in developing measurement units for major export pipelines, including the iconic system at Ventspils, which managed up to 20% of hydrocarbon exports in the region.

Key Projects

Our team has successfully implemented numerous projects across Eurasia. Key examples:

Ventspils (# 703) – pioneering crude oil custody transfer unit in Latvia (1987), setting industry benchmarks for accuracy.
Ventspils – diesel oil custody transfer station on the Latvia–Russia. Novopolock – Ventspils Nafta Terminals. The pipe line measurement station in partnership with SIA Olimps.
Skrudaliena – diesel custody transfer station on the Latvia–Russia pipeline border, in partnership with SIA Olimps
Inčukalns – metering system for Latvia’s largest underground gas storage facility, including advanced high-pressure volume correction.
Korneti – border natural gas metering station harmonized with EU and Russian standards to enable seamless transit accorudance to ISO 5176 stabdard.

These and other projects across Russia, Kazakhstan, and the EU demonstrate our flexibility in working under diverse regulatory and environmental conditions.
