Metering system tender: win on engineering justification, not on price
Above a set contract value, the Customer is required by law to award a measurement station through a tender. Tender rules put price first — and that leads to dumping, random contractors and losses that exceed the savings many times over. Pro meter shows how to make technical arguments decisive by lawful means.

01 · THE PROBLEM
Why price wins the tender — and what it costs
Tender rules follow directives built on the requirements of anti-corruption bodies. They are written by people far from engineering, so the bid price comes first. Everyone follows this rule: the Customer, the committee and the bidders. The problem is global — price priority applies in Europe, the post-Soviet region, Africa and Asia.
Dumping
Companies with many years on a specific site leave: a temporarily lowered price makes further work unprofitable.
A random contractor
The certificates are there; knowledge of local conditions and project details is missing.
Formal violations
The law is broken already when the documents are drawn up — for the sake of form, not substance.
Losses many times the savings
The experienced service organisation leaves, and recovery costs more than any discount at the start.
The first risk comes before the TS
Decision-makers often confuse the measurement station with the metering system. The supplier offers a metering system, the Customer budgets for it alone — and the rest of the measurement station is left without money and without a responsible contractor.
Measurement station — the whole facility: measuring instruments, process piping, auxiliary equipment, operating conditions, personnel and documentation.
Metering system — the metrologically certified part of the measurement station, included in the traceability scheme and delivering a specified measurement result.

The TS path: from Customer requirements to the tender
The outcome of a tender is decided before it is announced. The committee needs to see the full project life cycle, so the steps after the tender are shown too — briefly.

Pro meter principle — engineering without the price
At the TS stage the lead engineer is not shown the contract value. Technical decisions are made on the merits, not to fit a budget.
What to close before the tender on an international project
Type approval
Which national authority issues the certificate for the metering system, and whether a European certificate is recognised.
Verification
Which accredited laboratory performs initial verification of the system and issues the certificate.
Traceability scheme
To which national mass standard the measurement is traced in the country of the site.
Contact the laboratory that will issue the certificates before the tender — to learn the local requirements, procedure and cost. If the local laboratory cannot verify the main measuring instruments, the lead engineer prepares a certification and verification roadmap. An open question carried into the tender becomes a schedule and cost risk for every party.
03 · WHAT GOES ON THE SCALES
What to set against the initial price
Price is one side of the scales. On the other, Pro meter places the feasibility study and the total cost of ownership (TCO).
Feasibility study — next to the price
- review of existing and prospective measurement stations;
- planned innovations;
- improvements to existing systems;
- patents, if any.
TCO instead of CAPEX
- design, supply, installation and commissioning;
- initial verification and calibration, FAT / SAT;
- personnel training;
- service and metrological maintenance;
- risks of shutdowns, rework and redesign.
Pro meter recommendation — attach the feasibility study even if nobody asks
Sometimes the tender documents deliberately require neither a feasibility study nor proof of competence. A losing bidder then has no grounds for appeal. An annex with the feasibility study and proof of competence creates those grounds: it is the strongest argument for winning, and at worst an argument on appeal.
Show the Customer what to expect from you
Qualification certificates matter, but the core of the tender documents is the answer to four questions:
- How you see the whole project cycle.
- How you will deliver it.
- With which resources and specialists.
- What will be new in the project — once agreed.

Every claim is backed by a year, a site, a solution, a measured result and a document — a metrological analysis of system operation and fiscal reports. A committee cannot reduce such an annex to price.
04 · PROCEDURE
Five stages of the tender
The procedure continues the pre-design stage. Evaluation is formalised and announced in advance; every clarification is documented and carried into the contract.

Tender documents
The TS states the expected result and how it will be confirmed — it is not an equipment list. A questionnaire, a metrology package and a short feasibility study are mandatory.

Announcement and bids
One official Q&A channel; clarifications to all bidders at once and on record. Allow at least 4–6 weeks for a metering system bid. Better in two steps: concept, then final bid.

Evaluation
First a pass/fail gate, then scoring. Without the chain "laboratory → confirmation → documents → maintenance" a bid is not admitted to evaluation.

Technical interview
Process, metrology, instrumentation and control, operations. Answers go into the minutes and into the contract: an oral agreement without minutes does not exist.

Winner and contract
The winner's solutions pass into the contract without simplification. Any substitution only with recalculated metrology and updated documentation.
Red line
A TS without a metrology section has no quality criterion for the result. A contract without the tender TS, the clarification minutes and the winner's technical commitments has no result criterion. The Customer pays for it — at acceptance, audit or arbitration.
05 · METROLOGY AND LEGAL SHIELD
Metrology is the core of the tender
Evaluate the chain that makes the measurement result legally valid — instrument data sheets alone prove nothing about the system. The tender requires the whole chain from the bidder: every link has a performer and a document. This is how Legal Shield is built — from the first project stage.

Instrument certificates are not a system certificate
Manufacturers often supply certificates only for the instruments inside the system. They do not replace links 3–5. The way out — ask the supplier who assembles the system for type approval of the whole system as a single measuring instrument.
